Equal Opportunity Cell

Since the creation or establishment of the Equal Opportunity Cell in the University in the last part of 1983, the Cell has involved itself in dealing with all matters pertaining to implementation of the Government of India orders, UGC guidelines and other instructions issued from time to time on the subject or reservation.

Besides, co-ordination, evaluation and monitoring of such directives and programmes contained in such orders and guidelines. Equal Opportunity Cell is fully and actively engaged in getting reservation policy of the Government implemented by the University throughout the year. The activities of the Cell for the period may be enumerated as under:-

1. Admission to Post-Graduate Department:

50% (for both SC/ST students)

2. Admission to NEHU Hostels:

40% (for both SC/ST students)

3. Staff quarters (for both Teaching and Non-Teaching staff):

15% for SC and 7.5% for ST

4. Direct recruitment to Posts in Group:

1% for SC and 44% for ST (for the State C&D of Meghalaya)

5. Direct recruitment on all India basis: Other than by Open Competition through UPSC or by means of competitive test held by any other authority

16.2/3% for SC 7.5% for ST.

6. Appointment of Lecturers:

15% for SC, 7.5% for ST

7. Promotion (Government of India orders):

15% for SC, 7.5% for ST

The University has constituted a Standing Committee for SCs/STs to strengthen implementation, evaluation and monitoring of reservation orders/guidelines as stated above. The Third Meeting of the Committee met on 25.5.98. The University also constituted the Advisory Committee to study orders on revised reservation rosters and to recommend compilation of such rosters in regard to switching over from Vacancy-Based Rosters to Post-Based Rosters. The Advisory Committee met on 28.10.98.

As regards reservation in respect of OBCs, the matter has been referred to the State Government of Meghalaya for lists of OBCs duly identified. In the meantime the Executive Council has passed a resolution to adopt percentage of reservation in respect of OBCs as fixed by the Government of India for recruitment to `B' posts.

Further the Executive Council in its 100th meeting held on 16.3.99 has recommended inclusion of SC/ST representatives in the Selection Committee for teaching posts not below the rank of a Reader. The Cell has accordingly sent a copy to the concerned Departments of the University for further action.

Besides the above, the Cell also provide statistical and other requisite information relating to appointments, admissions, concessions and relaxations and other facilities as admissible to the SCs/STs. Other matters, viz., furnishing of replies to various questionnaires called for the U.G.C/M.H.R.D. for the Parliamentary Committee on reservation for SCs/STs, the Prime Minister's Secretariat and other reports are also attended to by the Equal Opportunity Cell.
